Where we are in the Fleetwood Plan process

A plan for Fleetwood is underway. The plan will guide growth and change over the next 30 years as SkyTrain extends along Fraser Highway to Langley. Last year with your input an updated plan was endorsed by Council. More changes are now needed before Council finalizes the plan.


New Housing Legislation and the Plan

In November 2023 the Province passed legislation to increase the supply of housing in BC. The legislation affects the Fleetwood Plan in two ways:

  1. Introduces Transit Oriented Areas (TOAs) – The legislation identifies TOAs within 800 m of existing and future SkyTrain stations. In these TOAs, there are minimum height and density standards and changes to parking requirements.

  1. Introduces Small-Scale Multi-Unit Housing (SSMUH) - Outside the TOAs the new legislation expands the type of housing allowed in single family and duplex zones.

The Fleetwood Plan is being updated to reflect these new changes.

  • Council Endorses Fleetwood Plan Vision and Objectives

    The proposed vision and objectives for the Fleetwood Plan were endorsed by Council September 14th, 2020 in Corporate Report R139, setting direction for the creation of the Fleetwood Plan which will incorporate core community values into future planning in the area.

    Public input played a key role in developing the vision and objectives. Between April and June 2020, staff engaged with over 1400 community members through an online survey. This resulted in more than 1,200 survey responses. Community members shared what they value about their neighbourhoods, ideas, interests, and opportunities.

    The next step in the plan process is developing growth scenarios and emerging directions which will be presented to the public in late 2020. Once a preferred set of directions has been selected and tested with the public, a draft plan will be created and presented to Council for consideration in spring 2021.

  • Council Approves Plan Area Boundary Extension

    Council approves the Fleetwood Plan Area Boundary extension, and proposed interim policy amendments for amenity contributions.
